Catalyst – Child Labor Eradication

Objective

To catalyze and strengthen the actions and capacities of Civil Society Organizations (CSOs) and children to eradicate child labor in Peru, through joint action with the Peruvian State and the implementation of SDG 8.7 policies.

Problem Statement

The project responds to the need to strengthen civil society action and capacity to address, prevent and eradicate child labor in Peru. It seeks to accelerate the elimination of child labor according to SDG target 8.7 and improve the implementation of policies and programs, including the worst forms of child labor.

Components and Activities

Capacity Building:

  • Strengthen capacities and knowledge of CSOs and groups of children and adolescents to influence public policies for the reduction of child labor.
  • Mobilize and strengthen networks of CSOs, such as the Driving Group.
  • Promote active participation of children and adolescents, such as the DENATI group.
  • Train local government officials for the implementation of the Municipal Model (MM).
  • Provide technical assistance for the management of CDRPETI, including plans and ordinances.

Advocacy:

  • Collaborate and support government actions to eliminate child labor with active participation of CSOs.
  • Ensure participation of CSOs in decision-making spaces.
  • Collaborate in the development of the CPETI Annual Plan.
  • Develop a review and balance of the National Strategy for the Prevention and Eradication of Child Labor (ENPETI) 2012-2021.
  • Develop communication materials and awareness campaigns on child labor.
  • Develop research on child labor in indigenous communities.

Action (Territorial Approach):

  • Promote, together with government actors, the implementation of a territorial approach.
  • Strengthen the implementation of the MM for detection and eradication of child labor (DYA action).
  • Assist the Regional Department of Labor and Employment Promotion (DRTPE) and strengthen CDRPETI (DYA action).
  • Drive and promote the Seal of Production Free from Child Labor (SELTI) (DYA action).
  • Develop the first phase of the Intersectoral Protocol on Child Labor.

CSOs, children, government officials, and communities in Cajamarca, Ica, Lima, Huancavelica, and Huánuco.

Highlighted Results

  • CDRPETI: 5 CDRPETI strengthened with management instruments and active in Cajamarca, Ica, Lima, Huancavelica and Huánuco. (Mid-term evaluation reports 6 CDRPETI reactivated in total by the project, including Piura).
  • Municipal Model (MM): 8 local governments have approved municipal ordinance to implement the MM thanks to DYA in Lima (Barranca, Santa María), Ica (Salas Guadalupe), Huancavelica (Huancavelica) and Huánuco (Luyando, San Rafael, Codo de Pozuzo, Pillcomarca). (Evaluation indicates that the overall project reached 17 municipalities, with 15 ordinances).
  • Seal of Production Free from Child Labor (SELTI): 4 organizations renewed SELTI; 9 producer organizations were trained and assisted by DYA in agricultural production without child labor. (Evaluation reports 10 organizations applying and 4 renewals; SELTI reactivated).
  • Strengthening of Actors: 10 CSOs from the Driving Group sensitized and trained. 50 children and adolescents trained, 20 active in DENATI.
  • Tools and Processes Developed/Improved: MM developed and piloted. SELTI implementation process reactivated. Balance study of ENPETI 2012-2021 conducted. New intersectoral protocol for the MM in development. CPETI annual plans (2023, 2024) developed with collaboration.
